adding copy of tidal-hifi-bin from guru repo

because of masked package due to:
/var/db/repos/guru/profiles/package.mask:
No longer have a Tidal subscription, and I don't want
to leave the package in an unmaintained and possibly
unsecure state.
Removal on 2026-02-12
